Yes. The winner is chosen with the browser's cryptographic random number generator (crypto.getRandomValues) before the animation even begins — the spin itself is purely visual. The target segment is calculated first, and the wheel is animated to land precisely on it. No outcome can be predicted or influenced by how long you watch.
